Minutes of Selectmen’s Meeting with Water Commissioners
November 4, 1998

Attending:  Judy Murdoch, Cathy Kuchinski, with Joseph Nugent.  Dan Webster arrived at 8:15 p.m. and Charles Flynn arrived at 8:30 p.m.

The Water Commissioners wanted to update the Selectmen on Several Issues.

I.      Litigation:  UCCC suit against Hanson for the value of taking of the Pleasant Street Water Site:  This is a disagreement predicated on valuing the price of land with major asset being accessibility (abundance) of groundwater.  Next court date is January 25, 1999.  (Value criteria has changed to include the value of water.)  Nugent to check on status of bogs near Cranland Airport.  

II.     Plymouth County Hospital Site:  Water Commissioners and Plymouth County Commissioners to meet again on November 19.  Hanson Water Commissioners are attempting to acquire the land for a building from Plymouth County Commissioners. The County already leases the site for the Tower to Hanson.  The Town has a 99 year lease for the tower site  and has an entrance easement and one for an overflow discharge pipe which heads out to the back property.  (These easements no on schematic of county property shown to the Board of Selectmen at the last meeting with the Plymouth County Water Commissioners)  The site size that Hanson Water Commissioners need is roughly Half to one acre.  

        Selectmen next meet with Plymouth County Commissioners in January 1999 to review the status.  By then, Selectmen will have had an opportunity to review and discuss the results The County provides us from percolation tests and 21E Surveys.  

III.    Sewer Commission Issues:
                
A. Purpose:  to research,. fund, implement methods to address existing problem areas - especially around ponds and locations where existing houses cannot meet Title 5.  

B. Commissioners discussing mutual concerns and problems of the regional area with officials (counterparts) in Halifax, Pembroke, Plympton, Kingston.  The biggest problem is the lack of land to individually (Towns) to build treatment plants.  Plympton may have land available for a regional site receptor...

C. Whitman hook-up:  reviewed Brockton’s letter to Whitman Board of Selectmen regarding developer’s hook up to Whitman Sewerage for a development in Hanson.  Boards not in favor of this activity.  Hanson Commissioners to continue  their contacts with Brockton counterparts to obtain  any further information.  

IV. Other:  Short discussion on news release that Bluestone sold to a private developer; discussed how privatization might affect legislation.
